When the Arab Oil embargo 1st hit, there was a bad panic. Then after some time it calmed down wrt rationing gas by tag #. People just "adapted" to a "New" norm at that time, "Gas wasn't plentiful/unlimited 100% of the time". Had to change their "spoiled" habits of "Cheap Gas-Any Time".
