I'll agree with what cab said but want to clarify,
Checking with vacuum hooked up initially OK, but one should then disconnect it to isolate whether the vacuum or mechanical advance is at fault if it is an advance issue.
If the vacuum is hooked up properly to the ported vacuum on the side of the center carb there should be no vacuum there unless the primary throttle blades are open too far.
