As far as OE goes, ECS was used in 1970 & NOx started with the 1971 model year.

ECS was used on all California delivered cars in 1970.

in 1971, all cars got ECS.

The 1971 California Emissions system varied quite a bit per the engine and model and trans.

For instance, a California 340 auto A-body got a full system with even a speed control device between the speedo cables and all the stuff Challenger 71 showed above.

But a California 71 Challenger R/T 383HP auto, does not have the speed control switch nor the control unit assembly that goes in the hole in the cowl. Whereas the California 318 auto does have all those like pictured above.

Confusing? Very. Drove the smog guys nuts for years.

The 1971 repair manual has a far better description on the Nox system that what is on the Hamtramck Historical site.

To really know what your cars had you need to know what 1971 model, trans, and motor.
