Typically the intake. 2 small valves can flow more than one big one. Also when you run two small intake valves it gives you more room for a slightly bigger ex valve. Intake is more important as you only have atmoshpere pressure pushing in the cylinder but you can have a lot more pressure with the exhaust being forced out by the piston.
