I'm not sure that's a "tube chassis car", as I see a stockish firewall & structural panels...
Needs a fair amount of cleaning up, and I'd re-do a fair amount of what I see, but it's not an outrageous price if it runs & works well.
I'm thinking the "low 7s" is in the 1/8th mile.
