Harland sharp shafts are drilled for 3/8 hold down bolts and e-heads are equipped with 5/16 threads. Can I get a hold down kit somewhere with special bolts to work with this setup?

I also need some ideas how to fabricate oil restrictors for rockers.

Should be several ways to solve your problem. You could drill & tap the heads for 3/8 bolts/studs. Use studs that are 5/16 on one end and 3/8 on the other. Use 5/16 bolts/studs and use a sleeve on the upper end to center the shafts. I think studs are better since they are fully engaged when you pull the rockers down against spring pressure. As for restricting oil to the heads, I don't think I would do it, but if you want to go ahead with this I would take some 1/4 in. round stock 1/2 in. long and dill a 1/8in. hole in it and place one in each oil delivery hole in the head under the rocker shaft. The head bolts will keep them from going too far down and they can be easily removed if you don't like the results.

I run harland sharps and you will need to restrict the oil if you do not you will flood the top end with oil my heads are drilled for 3/8x16 thread.

I've never used needle bearing rockers, but I can see your point. They probably do spray a lot of oil, far more then they should need. The pills I described should work and you can try different size holes to see what works best.

Easy fix just call H-S , they sell a nice set of steel hold downs in 5/16" with a 3/8" shoulder that fits down into the rocker shaft .
