I'm not sure how the factory did the mods, but here is a picture of Mark Howe's '64 Plymouth. I don't think it's how the factory did it, but it looks simple to do it this way.

That dang 'glass scoops look like ass...

www.kingoftrim.com They do many of these grilles and other trim parts.I'm sure Mosher uses them as well.

That places quality has gone downhill. My brother got a 64 Plymouth grille from him last year and it looked absolutely awful. We returned it and got our money back.
Mosher and his crew have been doing a lot of the trim work in-shop lately.

Looks like the add-on panels go over the center grille, and use the vertical part to register on the grille. Lamp bezels appear to then go over the add-ons, and are trimmed to remove the inner lamp openings.
Screws appear to hold the 5 pieces together, so they'd have to overlap unless there's a backer strip, which might be a good idea anyway.
I would think a taller center brace would help with the dip in the scoop opening; also a common problem on maxie scoops.
I'm SO tempted to do the grille & scoop thing on my '64 Savoy wagon if I keep it.

They did overlap but rivets instead of screws.
