do they make a 3 position toggle switch were the Middle would be "off", one way be a momentary "on", then the other be a constant "on"?

Yes they are made. Not sure where to get one but they are used in the rear engine compartment on old GMC transit buses if I remember correctly.

Make sure the switch has the DC current carrying capacity for the circuit where you are using it. AC and DC current capacity are not the same and a lot of switches are only rated for AC use.
