You can get 700 easily out of a P7 N/A. 
You can get 700 almost as easy with some Arringtons.
It kinda sounds like you want to go with power adder?

I would go 408" 9.0:1, ported eddies, stout roller, c&s 850 for e-85 and a pt-88 turbo. i bet you can squeeze 800 noooo problem

I did this combo for strokedW2 on the board about 2 years ago.
4.03 bore
4" crank
R3 block
Roller cam & my lifters
Indy 360-2cnc heads touched up
Ported intake
OOTB 1050
Hedman 1 7/8 headers
13:1
Made 685HP at 7300rpm. The cam was cut for NOS use. Lift was about .700 at the valve NET.

Given the teams that have left Dodge, there might be quite a few of the R5 engines for sale. I would imagine the few left will be running the R6 next year.

My mistake. The R suffix does mean rectangle so 360-3.
....but, I've heard the BBC trick before.
