X2 - cold air is always valuable, the incoming velocity is far less important.

My IAT (measured inside the throttle bore) went from ambient to ambient +5 with a scoop, to 130F+ without. Never ran at the track like that, just sealed off the scoop and changed filter when caught in heavy rain.
cooler air is more dense, although avoiding turbulence at the carb inlet is important.

Don I think you'd drop a tenth and a half with an AAR six-pak scoop sealed to the carb.
