Highest mileage/power engine build

There was a thread on here a few years ago, about a guy that was building a smallblock for peak efficiency and mileage in late 60s cuda.

Anyone know that thread? I thought it would be archived because of its size and incredible tech. I think he got a tire roasting 28 mpg in it.
