Is it supposed to unlock as soon as you get off the throttle and coast?
If you are cruising anything under 2K and step out of it, you basically lose most of your engine braking when it falls off the converter. It drops to about 1200 off throttle at 65ish.

Yes it unlocks when you get off the throttle , especially if it's stock .
You COULD put a toggle switch in to keep it locked but you have to remember to unlock it or you'll stall the engine , and ruin the clutch of the convertor .

I don't know about the Dodge but I had an 86 Chevy. That would stay locked up until you reached a very slow speed. Didn't really notice until I removed the computer and then no more engine braking or overdrive. I did not like the feel of it at all.
Take my foot of the gas and it's free wheeling.
I can't see why the Dodge would be different. Think about taking your foot off it at say 70 mph. RPMs drop down to idle. You would have to spin it up to speed again before it catches up. That was the part I didn't like the most. Of course I can be wrong. It happens all the time.
