01 cummins 5spd. what should be the fuel pressure leaving the fuel filter cannister, or the pressure before the injector pump?

It will depend on a lot of things. No less than 3 psi under load. A healthy pump should be 12 to 15 psi at idle and 10 to 12 under load. There was a tsb on pump performance. I believe it was like 40 ounces for one pump key/starter bump cycle. Volume is more important than psi.
