I hope somebody has a good answer - I have the same problem. The filler tube on my 69 Cuda is apparently lead coated steel tube. I suspect that after the rust has been removed, lead bar or similar soft metal like solder can be re-coated to the steel with a torch and fluxing agent, just like body seams were filled at the factory with lead.

Either an aerosol gavanize or metalic finish. Try several different brands on a piece of exhaust pipe until you get the desired finish. I have also had to mix finishes at times to get the desired results. If you figure out the combo post an update for others.

Used higher pressure in the blast cabinet to to the interior of the tube, (there was some rust).
Lowered the pressure to around 40 psi to clean the exterior.

Took the tube to a local hot dip galvanizing facility and they did it while I waited. Came out way to shiny, but it got the interior coated, which was the critical part.

Filled a bucket with white vinegar and soaked the tube overnight. That dulled it nicely. Then used 0000 steel wool to polish certain areas back out.

End result was very satisfactory. I'm on the road so no pix. Will try to get you something by week's end.

I had mine done in silver zinc. I'm very happy with the way it turned out. The shop only charged me $15.00 for for coating it.
