70 b body fuse box wiring?

I have had an issue with no dash lights for quite some time now i installed a harness that was in better shape then mine still no lights. While looking around today i found out that at the fuse box at no point is the terminal which is labeled instrument and something else i forget is never hot not in the acc position not in the run and not with the key out like the taillights etc. So Im beginning wonder is there something thta makes this terminal hot that im missing I also checked it with the head lights on, no change. If anyone knows what ignites that terminal or maybe if its suppose to be that way (doubtful) that would be of great help to me. Thanks again moparts members

Turn the headlights on & test it.. Also the dash dimmer can effect it..

I would put my $ on a bad panel dimmer switch!

Tried it with the headlights on no change guess I'll have to buy a new dimmer and try that! Where is the best place to buy a dimmer I have like 3 in the garage all are broken.

To check the dash lites, pull off the 3 terminal connector on the dimmer switch. 2 terminals (orange wires) go to the rheostadt for dimming the dash lites, the other terminal is for grounding turning ON the dome lite.

Next turn ON the headlite switch, take a voltohm meter and measure one of the orange wires you should have 12V in one of these. Turn the headlite switch ON/OFF the 12V should go OFF. If the above worked, insert a jumper lead between the 2 orange wires now you will send 12V to the dash lites and they should be working when the headlite switch is ON. The rheostadt is simply a variable series resistor to drop the 12V for dimming the dash lites.
