Is it flat black, semi gloss? (1970 though I assume it is the same for 1971.)

Not sure they came from the factory with paint. I think there has been some debate on that issue in the past here on Moparts. Mine were unpainted.

My 71's were unpainted also. But mine was just a plain Jane B5, 318, hub cap car.

The few that I've seen seemed to be a semi-gloss if I had to guess - and sorry, it is more of a guess.

I have had several sets with argent silver (as in the rallye wheel paint) as well as a few black and unpainted.
The black ones seemed to have some gloss to them, though they weren't good enough to guess at a % gloss v. flat

The only ones I have seen painted were on rtse cars.In fact mine were argent silver Hope this helps

FWIW, my 12/69 LA built RT/SE survivor shows no evidence of paint.
