'68 B body - I was always under the impression only the pedals (2/3 of them anyway) were painted and the rest of the assembly was bare steel.

I recently soaked my, not terribly rusty assembly in molasses to clean it up for resto and it appears that the outer pieces were painted black and the main center piece was either not painted or painted poorly as the molasses removed most of what was left. The car was in a flood so the piece started out kind of muddy so it wasn't apparent right away.

Has anyone seen these completely painted from the factory ?

Not 100% sure, but I think they were dipped in black paint.

Mine (70 B-body) looked like the pedals were dipped in black paint roughly to the pivot point. Rest was bare steel.

I agree they were dipped to or just below the pivot point.
