Flip top gas cap paint

I had a flip top gas cap re chromed and now I need to paint around the word "FUEL"
What black is correct and what's the best prep for the paint to have a good bond?

Used the Totally Auto satin black paint a long time ago. Cleaned it with grease/oil cleaner after a light and careful scuff to the chrome. I used a 3M red pad to reapply the brushed look on the flip top.
