Anybody ever see this type of data plate?

I asked for the Vin and he claims that is the ONLY plate anywhere on the car.
I know the data plate for early production Polaras are on the firewall next to the master cylinder and after Jan. 01 the are on the left inner fender. He's too lazy to look for an Assembly Sheet.

Here's the car:
It's a Plodge. Polara body w/Fury interior so it's definitely a Canadian car, eh.

Thats a Windsor assembly plant tag.I have a Canuk 65 Dodge Registry going...that cars on it .It was at my shop a couple of years ago ,nice shape,4 gear not winter driven but
kinda spendy...17K or so.It does have a correct VIN # on it.I told the owner I'd go 7k but he declined.
