What type of headlight bulbs came on 1968 Dodge Chargers when they were new? Was it the T-3? What were the part numbers for the low and high beam bulbs?

Unedumacated guess, that Mopar did not use T-3s at all.

I still have the working original lights for my 68 Road Runner. Those are "General Electric Sealed Beam"

I have seen GE's in Mopars from the 60's thru the 70's. It is possible that they used Westinghouse also but cannot swear on it? GE's for your resto would be the way to go. You can find them at junkyards, old junkers in peoples back yards, on fenders for sale by vendors at the shows, etc.

The headlamps posted by 68jim have been on every unmolested 68-69 B I've owned or seen, and that's about 25 cars, mostly St Louis but also 3 other plants.
