Rallye Cluster Illumination - painted or plated?

Can anyone tell me if the ilumination panel (above the instrument cluster) is supposed to be painted or plated?

I have attached a photo for reference... its the piece above the tail lamp lens.

I have already treated the piece with the 'safestrustremover' product (WOW is that stuff good)

Satin black on the visible side and bare metal on the back side.
