If it has any peeling, just start pulling it back while bead blasting. Unfortunately, what seems the most effective way to remove chrome is dog urine! 1 winter of a dog peeing on your chrome wheels, and they are shot. I took my LRE wheels to a replater, and had them remove the chrome, the only real way I know of.

To be clear, high quality plating involves three layers, copper, nickel, chrome, if the plater removes the chrome( which is almost clear, hence the nickel), you will still have the nickel, which is a lot easier to massage if thats the goal. My plater does this no charge, maybe he is able to reclaim the chrome, which is costly

Muriatic acid seems to take it off. Spilled it on a bumper.
