71 e body key lost ignition

Brought a 71 e body.Owner lost the keys.How do i unlock the coloumn or get a key made.Lock smith wants $100.00 to come out.Would like to load car up friday and bring it home.

pull the st wheel to get to the lock cyl & get it out or take off a door panel & take out a door lock cyl & take it to him & have him make a key for it
