Can I put a set of factory 14 inch wheels on a 68 charger with factory front disc brakes?

Yes. The issue of 14" wheel fitment only comes up when using some NONstock sized larger brake rotors. The mid 70s Cordoba/Fury/Charger 11.87" rotors and some if not most aftermarket rotors will not allow a rim smaller than 15".
