Jack mechanism

My jack doesn't work properly - it only goes up but not down - even if the lever is in down position. Is my lever bent? Here's a picture:

They need some weight on the hook to go down. Try pushing down on the hook while you work the lever. Also a good cleaning - wire brush and gentle sraping might help get things working followed by a good shot of light oil or WD40.
