As far as who the "best" is, that all depends on your needs. As mentioned by others, a (BASIC) rebuild of a Holley is not a difficult DIY project, but many of them require more than that, especially if they are really nasty old cores with a rare part# or date codes you are trying to salvage (see pic posted of one I recently took on).
If your carb is beyond a home rebuild job, or you just don't want to spend the time and effort to attempt one, for the average "driver" rebuild job there are carburetor shops in nearly every city in the country that can likely perform an adequate job for you. If you want something detailed to the "nth degree" in show quality OEM details your choices will narrow, it just depends on what you are after. Feel free to contact me if you need further help.
