It's probably best if you just cut a small "X" cut with a razor that when placed in the center of your 1.00" circle is overall smaller than the hole required (legs of the "X" being a good 1/4" shy of hitting the edges of the circle). Install the handle and it should fit great with no worry of one side of the hole being off in any direction revealing a gap.

In adition to that, pull the four tabs from the x-cut through the hole & glue them to the backing.

Less chance of a rip spreading from the cuts that way.

And if you need to locate the hole in the vinyl using the backing as a reference, a sharp awl used from the backside will locate the center. Use something as a backer for the vinyl side, and a towel to protect the vinyl from the backer.

and if you can't find a 1" punch, what i do is get the right size ID pipe and grind a 45 deg edge on it, works a treet.

inner parts have enough trim around to cover any imperfection on cut. I would't worry about a perfect circle. Neither OEM parts were in that way in mostly of cases

You could make a template for the size hole you want, then use a detailing razor for a plastic model kit. My

Take a piece of 1" thin walled tubing (copper tubing or electrical conduit) and grind the end to a fairly sharp bevel. heat the tubing NOT so it's red but hot enough to melt the vinyl. Aim carefully and touch the point where yo need the hole with the tube. Don't overheat the tube and don't hesitate as this will heat up too much vinyl and you won't be a happy camper. Practice in a test piece if you can. Done properly, it will leave a nice "finished" edge around the hole. Depending on the backing, you may need to finish cutting through with a razor or exact-o knife blade. Some vinyls have a cotton fabric back while others have a synthetic backing that will melt as easily as the vinyl.
