e-body heater box help

I am over hauling a 1970 chally hearter box and hit a brick WALL right off the batt. pulled off the front cover and the flapper wont come out do have to remove the rivets on the plate to remove the flapper????????

That's what I did

To remove it, you do have to remove the rivets and remove the plate. I did that on mine. I carefully ground the rivets from the inside and then bought new rivets from Jules D'Aaddio. You also have to have a special tool to do it but I already had one.
