1984 Dodge Ram parts?

My friend has a 1984 Dodge Ram P/U 318 4 speed, these parts on the drivers side inner fender has had the resin melt and he would like to replace them. What are the parts called and what do they do exactly? Both the Black and Red or Orange one. The counter guys at the Local O'reilly are scratchen their heads! Please help.

The orange one is an EGR timer and I suspect the black one is also some type of timer- both are used to control emissions.

I don't think the chain stores sell these parts. If you have any local salvage yards, look on similar era Chrysler vehicles- they can (hopefully ) supply a non-melted one.
