Does the tube that comes out of the gas tank ,runs up the side of the wheel housing,then goes out of the trunk then vent into the frame rail???

Yes if it did not have the ECS system.
If it had the ECS system it had a large silver banana looking thing behind the rear wheel well and drained back into the tank by the 4 extra hoses going into the top side of the tank.
This is the non ECS vent.

Yes mine looks like yours with the plate in the trunk and the two tubes running underneath the car.Thanks!
