All the VIN will tell you is the year, body style, engine CID, assembly plant(I think) and build #. All of the other options are on the fender tag and build sheets.

Only if someone else just happens to have it. Even then, proof the car exists & proof of ownership is normally required, a VIN by itself is not enough.
