The car 1974 duster front drum brakes sbp. I mounted my tires P235/60R-14 on a set of American racing outlaws 14x7 with a back space of 3.625 thats measuring with a spacer I had to make. While up on jackstands things were fine close but they cleared. I put the car down went to back out of the garage and when I cut the wheel it hit and pushed my fender up. The tires mentioned before measure 24.75 My question is what size tire should I get to use on these wheels and have them safely clear my fender? I also have the same setup on the back which seems to be fine.

I don't think your wheels have enough backspacing. I have 15x7's with 4.125 backspacing and 225/60R15's and I'm almost tucking the top of the tire and nothing ever hits.

Here's a pic. I have full steering motion lock to lock without rubbing as well


EDIT: I do have to say I have the 73+ DISK brakes.

Being a 14 inch wheel with drum brakes if I had much more back spacing I would be rubbing the upper a arm

well where did the fender get smashed?

It was hitting on the front lower corner of the wheel opening. When I was backing up the tread hooked the corner and ouch.

yeah, that was the other place I was thinking it could hit. since my tires are 25.6" tall (they are very close in that spot), height probably isn't your problem. I'm thinking you're going to have to go with a narrower tire since you can't thin out your spacer to get more backspacing. If you had pictures of how the tire sits in the wheelwell when the wheels are straight it would be a lot easier to figure out.
