The numbers on this i.d pad are not stamped sharp they're more rounded. Anyone seen numbers stamped like this? Plus they don't seem like vin numbers.

0B231344 looks like a VIN stamp to me. Does look to nice though compared to what I am used to seeing...

I believe you only seen a full vin number on early 69 cars and after that they were just partial vin numbers. On my 69 RT Charger it was built on Oct 8th in Hammtrack and it has the full vin #.

I've seen that style of letter before...small block only and it was a very early 340 with the pad on the deck for checking deck height.
