I bought a radio for 70 challenger many years ago and just got around to work on it. I was going to see if it worked before I spent a lot of time putting new wires and ends on. Been so long I forget what the knobs do. I think left inside is volume and left outside controls tone. right inside is tune but I forgot what right outside does.

front/rear speaker balance? (Just guessing).
If you have a 1970 knob style radio then it is an AM , and therefore the right inner knob turns along with the outer knob , Bendix radio, rh shaft is a one piece used for tuning only.
If you have an AM FM with knobs, then you have either a 1972-74 radio or
something other than E body. In which case, if it is stereo and not mono, the
RH inner knob does control the left/right balance.

you answered my second question. I was looking at radio last night and both right knobs turn together I thought they were stuck together. Now i know that is how it works . .

If I have the radio on work bench and have 12 volts source and have speaker hooked up and only speakers hum's do I need to hook a antenna up to get anything ?

If you have a hum that does not change with the volume control it has bad electrolytic caps. No antenna probably no sound or a hiss.
