1971 Charger R/T fender tag question

Hi all, have a question on a 71 Charger fender tag, the car I purchased has Two fender tags the second tag has only an S stamped on it and a W stamped in it from the back side? Are these just inspection stamps? I have limited experience with 71 B bodies but I have never seen a tag like this one before, the car is a survivor 71 RT 440 auto with A/C f7 green with black stripes and black vinyl top and interior,

I assume it is a Lynch rd car . Pretty common for those to have a second tag with simply nothing but inspection stamps.

Yes it is a Lynch rd. Car, a lot of options on the build sheet that are not on the fender tag. No radio code, painted bumpers, hood pins, disk brakes power steering, exhaust tips, rear defroster, none of it on the tag

Not sure if it was in California or not, I bought it out of Kentucky, original owner passed away and the car sat for 20 years, I will share some pictures when I figure out how to post them.
