Help! This rattle is driving me crazy.

What is the correct repair to resolve my rattling trunk lid? Is the inner and outer panels supposed to be isolated from each other. Please see video

Suppose to be glued together with patches of contact type glue/cement. They must have dried out and broken away. Get some more glue and squeeze it in between the panels.
