My cousin's car would sometimes run on just a tad, after shutting it off. Just for a second, it would sputter after the key was turned off.
This is on a well maintained smallblock with no carbon issues, no carb issues, no timing issues. Nothing seems broken or anything.
Could it be too lean / rich at idle?
Could the idle set screw be out too far?
Other?

Carb is too far open at idle.

Make sure your tune is spot on by using the techniques described above. For this very reason, Mopar engineers went as far on some models as to have an electric solenoid that shut the throttle even further when the ignition was turned off.
In the meanwhile, have him shut it off in drive before putting it in park or let the clutch out gently just as he shuts it off.

Carb too lean what carb do u have if carb is too lean then timing wont b right

Depends on what's causing it. I've forgotten the details, but there are certain lashups concerning alternator conversions that can cause power feedback--is your wiring original?
Also could be a hot spot in a head or even plugs that are too hot, or just running too hot (check your temp gauge) and / or too lean
Yep, it's the reason Chrysler went to "idle solenoids" Back in the day you used to hear a car "dieseling" all the time in parking lots.

my big block does it when it gets hot. it's super annoying. turn the key off and it shuts off, fires back up for 1, maybe 1.5 seconds, then dies again.
what's odd is that the darn thing used to run at 180 all day long, and on cooler days on the highway, wouldn't get over 150...I drove it around in the winter and had to put cardboard over the radiator to get it to maintain temps.
then I got a leak in my heater core and it started running at 195-200.
I've since gone "heater delete" and removed the hoses, so I hope it goes back to running at 180
just slow your idle down slightly & if you have to bump your initial up a bit
