Is it true that you have to remove the bottom bracket/plate to replace the rubber bushings on an A-Body sway bar?

I used the technique posted by macmic87. At the time, I didn't have the ability to weld the brackets if I cut them. I would imagine that cutting and welding would be the easiest way to replace the bushings but it is possible to replace them without cutting......just more time consuming.

A lot depends on the variation in bracket/opening size. If the bracket/opening is on the low-side of the tolerances it can be extremely difficult to get the bushing in. On my Dart I was able to get one side in but not the other (detailed in the threads referenced above).
