How and what do you use to cut the oil filter open and keep the shavings from cutting from getting all over the inside of filer and spoiling your search for particles?

I bet a chain type exhaust cutter would work.

Summit sells a bunch of them. They look kind of like glass cutters. Just put "oil filter cutter" into their search engine. Particles are normal, chunks? Maybe not so normal.

Drill a hole and use a pair of tin snipes since most people don't that big of a pipe cutter.

I have an actual oil filter cutter like pictured. Makes it much easier. Not that any of the other ways mentioned are difficult and still work just fine.

Go to the airport and ask a A&P mechanic to show you one, or to cut yours open. You can get one from Aircraft Spruce and speciality Co.

With aircraft it's common practice to cut the filter open at each oil change.

i have a co-worker who owns and flies.
i think he says they must cut filters open after every oil change.

he says he puts the filter in a vice and uses a sharp chisel to cut them open.
