Summit sells a bunch of them. They look kind of like glass cutters. Just put "oil filter cutter" into their search engine. Particles are normal, chunks? Maybe not so normal.

Use a large pipe/tubing cutter
A sharp knife to cut the paper all the way around on both ends so you can remove it from the canister center and look inside the pleats helps also
I have an actual oil filter cutter like pictured. Makes it much easier. Not that any of the other ways mentioned are difficult and still work just fine.
