Is it pressed on? What is the threaded hole in the shaft for?

Pressed on, the threaded whole is for the correct tool to re-install which I have here that I use.

You use the tool shown or an appropriate puller to remove the pulley. The threads are for reinstalling because the pump assembly internals are sensitive to position and if you try to press the pulley on you can dislodge the back of the pump and it will not prime or pump fluid. The threaded tool engages the shaft and you are pulling the pulley on to the shaft without effecting the pump assembly.

Excellant tool to remove pulleys. Used to borrow this from a friend of mine. Been waiting for Harbor Freight to do a price drop on these.
