Hood pin position 70 road runner

On a 70 road runner do the holes on the hood pin posts supposed to be in the 12&6 position or 9&3?

12&6...although I have seen some "survivor" cars mounted at 1&7 pass/11&5 drivers, pretty much in line with the X layout of the hood pin bezel screws

Were any Mopar at 9&3?

I would assume it's so they won't get wind resistance and fall out? Kind of like how they used left handed lug nuts for a while.
