If I have a bone dry transmission (i.e. no fluid in torque converter either), how many quarts of trans fluid do I need for a small block 727 trans with a stock pan?

According to the FSM, for 74, 360 with 727, 16pts for std convertor, high speed says it is 13.5

When putting it together, should you pour some fluid in the empty converter before installing it on the trans?
