It'll be back, it's the frog in a pot of boiling water routine, start out slowly and the frog will never notice it's boiling.

So every 700+ page memo in the future from EPA needs to be reviewed with a fine tooth comb to try and find this one two sentence paragraph. Why doesn't Congress just pass a law and end the BS once and far all? I agree, it ain't exactly over yet, they never admitted over stepping or slyly redefining their original authority.
