is there a way to test a stock voltage limiter out of the car and not attached to the dash? its the 3 prong style

Hook up the ground the 12v in and check the output with a VOM .

ok but which post is which the one soldered to the outside o the case I believe is ground one is marked IGN the 3rd isn't marked at all

The ground is the one soldered to the case. the one marked ign is 12v in and the unmarked is the output and will be fluctuating voltage.
