E body parking brake cable firewall grommet

Hello,
I ordered a complete new set and compared the front cable to my original and either my original firewall grommet from factory was put on cable incorrectly or the new one is. I'm trying to confirm which is correct and I'm leaning toward the original meaning that the clips that retain the grommet should be on outside or facing tire.

Can anyone confirm which is correct?
