1970 Ebody Heater Control Cable Routing - please help

I am ready to reinstall my assembled dash and I am concerned about the proper routing of the heater control cables (far lower left of dash) to the heat box. Should these cables go over the pedal assembly framework or under the framework? The service manual looks like it is telling me it goes above the pedal assembly (actually through the framework that reinforces the pedal assembly mounting area)but it is not totally clear. Can someone definitely tell me how these cables should be routed?

Through the frame work like you described has worked best for me.
The cables "flow" best going through.

I think getting those cables routed and connected might be the hardest part of e body dash installation!
