68 gtx trunk tail panel

On the 68 GTX tail panel, is the bottom flat surface just below the reflective strip supposed to be painted silver?
On my original I see no presence of paint. (Perhaps worn off) The surface above the tape and partial sides are painted.

Yes that sliver paint would be all the way around, no reason for the factory to only paint the top and sides.
