can i figure out what options a car came with with just the vin and door jam sticker?

No. Only body style and engine size and hp.

Depending on the, very limited, application there are some things that can be derived from just the VIN.

For example: If the VIN is WH23H2A, we know it's a '72 340 Charger and therefore has the A57 Rallye package option. We know this because the 340 only came with A57. There may be more but that's one I could think of off the top of my head.

As far as PS, PB, A/C and things like that; no you can't tell those options from the VIN.

Correct, the door tag/VIN will only give you the body type, trim level, model year, engine type, assembly plant, and VIN sequence number.

Engine size CAN dictate the options that were associated with any package items that were included with that particular engine. For example, all 1970 340 A-body cars came standard with front disc brakes. Beyond that you are SOL.
