71 RT charger

Trying to work the bugs out of my RT .. when I pull off the fuel sending unit wire and ground it the gauge only reads half way I thought it supposed to go to full? Does this mean bad gauge?

Could be, or the voltage limiter could be the problem. Do the other gauges that are controlled by the limiter read lower than they should?
