Bought a 1969 Road Runner in boxes. Found this tag not sure where it goes or what it may identify. I need help if any one can.

Yes it is. Where would it have been placed? looks like it could have been on a data plate screw

It would have been under the fender tag, sharing the same tag screw from the bent end of the data tag. (if it was bent, not all of them were)
You can also use the paint line on it to get the orientation exactly the same as it was.
